Abstract

Das Leistungsniveau der Schülerinnen und Schüler in Deutschland ist nach einem Anstieg in den letzten Jahren unter das Niveau des PISA-Schocks im Jahr 2000 zurückgefallen. Nur etwa ein Drittel dieses Rückgangs lässt sich durch eine veränderte Zusammensetzung der Schülerschaft erklären. Der Aktionsrat Bildung analysiert Gründe für den erneuten Abwärtstrend und fordert die Durchsetzung von mehr Verbindlichkeit im gesamten Bildungssystem. Neben unzureichender Förderung der Kernkompetenzen aller Lernenden werden auch die mangelnde bundesweite Vergleichbarkeit der Bildungsergebnisse sowie veränderte Erziehungspraktiken als Erklärungsansatz für den starken Leistungsrückgang genannt. Der Aktionsrat Bildung zeigt Lösungsansätze auf, wie die Verbindlichkeit im Bildungswesen in allen Bildungsphasen durch alle Verantwortlichen nachhaltig erhöht werden kann. Basierend auf einer empirisch abgesicherten Bestandsaufnahme leitet er konkrete Handlungsempfehlungen für die politischen Entscheidungsträger ab. (DIPF/Orig.)
