Agency in Contexts of Violence and Crime: Coping Strategies of Women Community Leaders vis-à-vis Criminal Groups in Medellín, Colombia

Abstract

Cet article explore les relations et les interactions des dirigeantes communautaires avec les groupes criminels à Medellín, en Colombie. Basé sur des entretiens approfondis dans des quartiers à faible revenu, cet article montre que les femmes leaders communautaires développent des stratégies d'adaptation pour faire face à la violence quotidienne qui est largement liée à la présence de combos, qui sont des groupes criminels. Nous identifions trois stratégies d'adaptation : la confrontation, la négociation et l'évitement de la confrontation, qui ne sont pas exclusives les unes des autres. Ces stratégies d'adaptation sont comprises non seulement comme une forme de survie dans des environnements où les niveaux de violence et de criminalité sont élevés, mais elles font également partie du développement de l'agentivité des femmes leaders communautaires. Nous visons à aller au-delà de la « binaire passive/agence » (Hume et Wilding 2020) en comprenant les stratégies d'adaptation des femmes leaders communautaires comme une forme d'agence située et contingente.

Este artículo explora la relación y las interacciones de las mujeres líderes comunitarias con los grupos criminales en Medellín, Colombia. A partir de entrevistas en profundidad en barrios de bajos ingresos, este artículo muestra que las mujeres líderes comunitarias desarrollan estrategias de afrontamiento para hacer frente a la violencia cotidiana que está relacionada en gran medida con la presencia de combos, que son grupos criminales. Identificamos tres estrategias de afrontamiento: confrontación, negociación y evitar la confrontación, que no son excluyentes entre sí. Estas estrategias de afrontamiento se entienden no solo como una forma de supervivencia en entornos con altos niveles de violencia y delincuencia, sino que también forman parte del desarrollo de la agencia de las mujeres líderes comunitarias. Nuestro objetivo es ir más allá del "binario pasivo/agencia" (Hume y Wilding 2020) al comprender las estrategias de afrontamiento de las mujeres líderes de la comunidad como una forma de agencia situada y contingente.

This article explores women community leaders' relationship and interactions with criminal groups in Medellín, Colombia. Based on in-depth interviews in low-income neighborhoods, this article shows that women community leaders develop coping strategies to deal with the everyday violence that is largely connected to the presence of combos, which are criminal groups. We identify three coping strategies: confrontation, negotiation, and avoiding confrontation, which are not exclusionary from one another. These coping strategies are understood not only as a form of surviving in environments with high levels of violence and crime, but also they are part of women community leaders' development of agency. We aim to go beyond the 'passive/agency binary' (Hume and Wilding 2020) by understanding women community leaders' coping strategies as a form of situated and contingent agency.

تستكشف هذه المقالة علاقة القيادات المجتمعية النسائية وتفاعلاتها مع الجماعات الإجرامية في ميديلين، كولومبيا. استنادًا إلى مقابلات متعمقة في الأحياء ذات الدخل المنخفض، يوضح هذا المقال أن القيادات المجتمعية النسائية تضع استراتيجيات للتكيف للتعامل مع العنف اليومي المرتبط إلى حد كبير بوجود المجموعات، وهي جماعات إجرامية. نحدد ثلاث استراتيجيات للتكيف: المواجهة والتفاوض وتجنب المواجهة، والتي لا تستبعد بعضها البعض. لا تُفهم استراتيجيات المواجهة هذه على أنها شكل من أشكال البقاء على قيد الحياة في بيئات ذات مستويات عالية من العنف والجريمة فحسب، بل إنها أيضًا جزء من تطوير القيادات المجتمعية النسائية للوكالة. نحن نهدف إلى تجاوز "الثنائية السلبية/الوكالة" (Hume and Wilding 2020) من خلال فهم استراتيجيات تكيف القيادات المجتمعية النسائية كشكل من أشكال الوكالة القائمة والطارئة.
