El Estado administrativo en Estados Unidos: bases de la reforma organizativa del segundo gobierno Trump

Abstract

Objetivos: el propósito de este artículo es estudiar y dar a conocer las bases programáticas que articulan la reforma organizativa de la administración federal estadounidense emprendida en los primeros meses del segundo gobierno del presidente Trump de la mano del Departamento de Eficiencia Gubernamental (DOGE). Metodología: análisis del conjunto de normas aprobadas que afectan a la organización administrativa federal y al empleo público, además de la documentación judicial de alguna de las primeras controversias que se han planteado. Resultados: la constatación de que se ha proyectado una radical y polémica transformación de la organización administrativa tendente a una mayor politización y al debilitamiento de sus estructuras. Conclusiones: la voluntad del gobierno Trump de iniciar un periodo de retroceso en la administración federal, que afectará por igual a sus organizaciones y recursos humanos, para la transición hacia un aparato politizado, reducido y centralizado, sometido a la dirección política del presidente.
