Abstract

Desde la puesta en marcha de las Comunidades Europeas hasta la actual Unión Europea, el proceso de integración europea se ha caracterizado por tener una estructura institucional diferente a la de otras organizaciones internacionales. Es más, la evolución de la misma la ha ido acercando al esquema existente en los estados. Ello se aprecia en el reparto de poderes y especialmente en lo que se refiere al poder legislativo, puesto que de un modelo en el que el órgano representante de los Estados miembros tenía toda la capacidad de decisión se ha pasado a un reparto del poder normativo entre el Consejo y el Parlamento Europeo, con rasgos propios de un modelo legislativo bicameral. El presente texto describe dicha evolución, analizando la situación inicial, los cambios que han tenido lugar y el sistema vigente en la actualidad. Europako Erkidegoak abian jarri zirenetik gaur egungo Europar Batasunera arte, Europako integrazio-prozesuak izan duen ezaugarri nagusienetako bat bere erakunde-antolaketa izan da, nazioarteko beste erakundeekiko ezberdina. Are gehiago, egitura horren bilakaerak estatuetan dagoen antolakuntzara hurbildu du. Hori eskumenen banaketan eta, batez ere, botere legegileari dagokionez ikus daiteke: hasiera batean, Estatu kideen ordezkaritza zuen organoak erabakitzeko ahalmen guztia zuen; gaur egun, ordea, botere legegilea Kontseiluaren eta Europako Parlamentuaren eskuetan dago, eta, beraz, ganbera biko legegintza-ereduaren aurrean gaudela esan daiteke. Testu honek bilakaera hori deskribatzen du, eta aztertzen ditu hasierako egoera, izan diren aldaketak eta gaur egun indarrean dagoen sistema. From the inception of the European Communities to the current European Union, the process of European integration has been characterised by an institutional structure that is different from that of other international organisations. In fact, its evolution has brought it closer to the existing structure of the states. This can be seen in the allocation of powers, especially with regard to the legislative power, since a model in which the body representing the Member States had all the decision-making capacity has shifted to a distribution of regulatory power between the Council and the European Parliament, with features typical of a bicameral legislative model. This text describes this evolution, analysing the initial situation, the changes that have taken place and the current system.
