Melnikov, an outstanding statesman, professor, an honorary member of St. Petersburg Academy of Science, the Minister of Railways, the author of the project and the builder of the first railway in Russia: St. Petersburg – Moscow, the founder of the first perspective general railway in Russia, played an important role in all these developments
