
Abstract. The article examines state policy instruments aimed at stimulating sustainable development, which is one of the most important priorities of modern society. Global challenges, such as climate change, depletion of natural resources and growing social inequality, require comprehensive approaches that are able to balance the economic, environmental and social dimensions of development. Particular attention is paid to the analysis of financial (subsidies, tax breaks, "green" bonds), regulatory (norms, standards, environmental taxes) and informational (educational campaigns, promotion of environmental awareness) instruments. The article provides examples of successful implementation of these instruments in different countries of the world, analyzes their advantages and disadvantages. It is shown that financial instruments provide incentives for investments in "green" technologies, while regulatory mechanisms contribute to the rapid reduction of harmful impacts on the environment. Informational instruments, in turn, form long-term environmental awareness and increase support for sustainable development among the population. These tools allow for the redistribution of resources, stimulate innovation, change the behavior of economic actors, and raise the level of environmental awareness of the population. However, the effectiveness of government tools significantly depends on their compliance with the realities of a particular country, the level of coordination between sectors, and the ability to adapt to dynamic changes in the global environment. The study identified key challenges in the implementation of sustainable development tools, including limited funding, business resistance due to additional costs, and low public awareness of the importance of sustainable development. A number of recommendations are proposed for improving government policy, including: integrating different types of tools, strengthening monitoring of policy effectiveness, and expanding international cooperation. The results of the study may be useful for policymakers, scholars, and practitioners working in the field of environmental economics, social development, and natural resource management. The article contributes to the theoretical and practical discourse on improving the effectiveness of government sustainable development strategies.
