
The article deals with the study of a widely used tool for preventing corruption in law- making – anti-corruption expertise of regulatory documents and draft regulatory legal acts. The paper provides an overview of the research conducted by the institution of anti-corruption expertise to shape the general scope of issues considered by scientists and practitioners.The problems arising during anti-corruption expertise are considered on the example of one of the subjects of anti-corruption expertise - prosecution agencies, and possible ways to solve them are proposed. The results of an opinion poll of procuracy officers and accredited independent experts, implemented by the author while working on the dissertation research in 2019-2020, are presented to substantiate the conclusions. Since the institution of independent anti-corruption expertise is not fully functioning in Russia at present due to gaps in legislative wording, this article, taking into account views of the both groups of experts, has attempted to offer a solution to the problems of prosecutor's anti-corruption expertise, linking them with the solution of the problems of independent anti-corruption expertise.
