METHODS OF STATE REGULATION OF INFORMATIZATION PROCESSES IN THE RUSSIAN FEDERATION

Abstract

В эпоху цифровой экономики в России специалисты различных уровней управления сталкиваются с проблемами грамотного применения инструментов регулирования процессов информатизации, актив­но обсуждаются вопросы путей информационного развития России. В данной статье нами было рассмо­трено понятие «информатизация» с правовой, социально-экономической точки зрения. Далее нами были определены основные группы методов, применяемых при государственном регулировании процессов ин­форматизации в России. Также сделана попытка критической оценки результатов применения некоторых методов, в частности, проанализированы результаты, достигнутые в ходе Федеральных целевых программ «Электронная Россия (2002-2010)» и «Информационное общество (2011-2020)».

In the era of digital economy, experts of various levels of management in Russia face problems of the best use of instruments to regulate informatization processes. Also, some issues of ways of information development of Russia are actively discussed today. In this article, we considered on the concept of informatization from the legal, social and economic points of view. Furthermore, we defined the main methods of the informatization processes applied to the state regulation in Russia. The authors attempted to critically evaluate the results of the application of some methods. Particularly, the results achieved during the Federal target programs “Electronic Russia (2002­2010)” and “Information Society (2011-2020)” were analyzed.
