For rail transport primary objective may be to develop new approaches in international transport technology and training.From the railway reform is necessary to review the concept of the provisions transportation process and therefore develop clear guidelines on improving the quality of services. For the Ukrainian railway transport is extremely useful experience European neighbors.The introduction of the rail transport system analysis and risk management is one of the promising directions development of the industry. This reduces material and labor costs, improve the efficiency of the measures of control and speed up the passage of goods, customs procedures. The risk management system is based on the principle of selective inspection processing operations in international traffic, based on risk analysis of the possibility illegal movement goods across the customs border of Ukraine.

С реформированием железнодорожного транспорта необходимо пересмотреть концепцию положений перевозочного процесса и соответственно выработать четкие ориентиры на повышение качества услуг. Необходимость обеспечения конкурентоспособности железных дорог, повышение эффективности работы, снижение простоя на пограничных передаточных станциях – эти и другие задачи могут быть решены с помощью внедрения в работу железнодорожного транспорта системы анализа и управления рисками.

З реформуванням залізничного транспорту необхідно переглянути концепцію положень перевізного процесу й відповідно виробити чіткі орієнтири на підвищення якості послуг. Необхідність забезпечення конкурентоспроможності залізниць, підвищення ефективності роботи, зниження простою на прикордонних передавальних станціях – ці та інші завдання можуть бути вирішені за допомогою впровадження в роботу залізничного транспорту системи аналізу та управління ризиками.
