THE DEVELOPMENT OF THE PLANNING STRUCTURE OF THE STREET AND ROAD NETWORK AND THE TRANSPORT INFRASTRUCTURE OF THE CITY OF CHERNIVTSI

Abstract

The planning structure of the city is described as the center of the system which is formed on the basis of the transport-planning framework created by the main highways supplemented by chordal and ring communications on which the basic structural-planning elements of the city - planning city districts are formed. The main role in the formation of the planning structure of Chernivtsi was played by natural factors: the Prut River, relief morphoforms, forest cover. The division of the city territory into two parts is considered - high right-bank and low left-bank, separated by the floodplain of the Prut River. According to the general plan, these are the Left Bank and the Right Bank planning districts of the city. The planning structural unit "residential area (R)" was adopted as the basis of the planning structure in the development of the city master plan.The structure of planning districts which is closely connected with the existing network of streets and roads is considered; existing and promising public transport systems. The main transport and planning nodes of the framework that are formed at the intersections of major radial and ring highways, at the junction of major modes of public transport, at the junctions of industrial and residential areas, as well as within multifunctional zones, which form a hierarchical system of public centers that serves the residents of the city and its area of influence.The street and road network of the city is considered, which includes a set of streets, roads, passages, their intersections and squares. Functional processes and planning structures are interconnected in the transport and planning organization of the city.The classification of the street network which is accepted, proceeding from transport-planning structure of highways, functional zoning of the territory of the city, and also maintenance of standard time of communication by mass passenger transport between all areas of the city is given.The transport-planning organization of the city is described, which provides the least time for movement in the city, which means a reduction in the length of the trip around the city and the total operating time of public transport.The description from the town-planning documentation in which safety of traffic and pedestrians is provided is given as follows:- reconstruction of existing and construction of new streets with normative dimensions of cross-section elements in accordance with the perspective design load;- construction of transport interchanges at different and one level at the intersection of the main city highways with each other and with the main railway tracks;- organization of garages and parking lots for permanent storage of vehicles;- construction of off-street pedestrian crossings on main streets and in places of intensive pedestrian traffic;- relocation of transit traffic outside the built-up urban areas to the bypass road and the main road of continuous traffic.A description of the city transport of Chernivtsi is made, which is represented by the following types - freight, city mass passenger transport - bus, minibus, and electric transport.Freight transportation carried out by public transport, specialized motor companies serving various industrial and construction enterprises and organizations, as well as private trucks is described.The movement of freight transport in the city which is organized on the main streets and roads is considered, and also the movement of freight transport connected with transportation of consumer and municipal freights, with service of the population in residential areas is considered.The specific features of Chernivtsi are given which are as follows:The shortest routes connecting most neighbourhoods pass through the central part of the city, which is due to its radial planning.Street planning and insufficient width in the old historic part of the city do not provide the necessary capacity for heavy traffic and public transport in particular.High density of buildings and its historical value make it impossible to largescale work on the construction and modernization of highways in the central part of the city.The complex terrain significantly affects the choice of routes and ensuring the necessary speed and safety.For some areas of the city there are increased requirements for the level of gassiness and vibration, which must be taken into account when planning routes.Extremely acute problems are presented, especially in the central part of the city - parking of cars of owners who arrived with labour or cultural and household trips.

Розглянуто структуру планувальних районів тісно пов'язану з існуючою мережею вулиць та доріг; існуючою та перспективними системами громадського транспорту міста Чернівці. Основні транспортно-планувальні вузли каркасу які формуються на перетинах основних радіальних та кільцевих магістралей, в місцях стиковки основних видів громадського транспорту, на стиках виробничих та сельбищних зон, а також в межах багатофункціональних зон, в яких формується ієрархічна система громадських центрів міста, що обслуговує як жителів міста так і зони його впливу. Надана характеристика транспортної інфраструктури та магістральної мережі міста.
