A Linha Nacional de Emergência Social nasceu há cerca de 20 anos, constituindo-se como uma revolução em matéria de política de emergência social, com reverberação direta no acesso a direitos. Surge como uma resposta inovadora de intervenção social, que contribui para o processo de uma efetiva construção da cidadania. O agravamento das desigualdades devido a fenómenos como a gentrificação das cidades, a uberização do mercado de trabalho, a pandemia COVID-19 ou a crise dos refugiados, cria novos fenómenos de exclusão social, quando ainda não existem soluções para os problemas estruturais de uma sociedade com grandes focos de pobreza, como é a sociedade portuguesa. O impacto de todos estes desafios, consequências do avanço do atual modelo de desenvolvimento, obriga a uma reinvenção dos serviços e do Serviço Social atual. A tecnologia e a transição digital constituem-se como uma oportunidade de repensar repostas, melhorar os serviços e potencializar a sua eficácia. Perante este repto digital, como pode a Linha-144, reinventar-se ao fim de 20 anos? Que impacto pode ter a transição digital numa linha de atendimento telefónico? Que inovações pode a modernidade digital trazer à intervenção em emergência social? O Observatório Nacional de Emergência Social, lançado em 2021, é um exemplo de como a apropriação de ferramentas digitais pode revelar as falhas do sistema com o intuito de trazer ao debate e desencadear políticas publicas e sociais de combate à pobreza em Portugal. A inovação tecnológica, como o booking social e o acesso à internet como um direito, têm de ser uma prioridade do Serviço Social com um duplo foco, garantir a inovação como forma de promover os direitos de cidadania e evidenciar os riscos associados ao aumento das desigualdades devido à digitalização da sociedade. A tecnologia deve unir as pessoas e não dividi-las.

The National Social Emergency Line was set up around 20 years ago and has been a revolution in terms of social emergency policy, with a direct echo in terms of access to rights. It has emerged as an innovative social intervention response that contributes to the process of effectively building citizenship. The worsening of inequalities due to phenomena such as the gentrification of cities, the uberisation of the labor market, the COVID-19 pandemic or the refugee crisis, creates new phenomena of social exclusion, when there are still no solutions to the structural problems of a society with large pockets of poverty, such as Portuguese society. The impact of all these challenges, which are the consequences of the current development model, is forcing a reinvention of services and Social Work today. Technology and the digital transition are an opportunity to rethink responses, improve services and maximize their effectiveness. Faced with this digital challenge, how can Linha-144 reinvent itself after 20 years? What impact can the digital transition have on a helpline? What innovations can digital modernity bring to social emergency intervention? The National Social Emergency Observatory, launched in 2021, is an example of how the use of digital tools can reveal the systems’s flaws to bring about debate and trigger public and social policies to combat poverty in Portugal. Technological innovation, such as “Social Booking” and access to the internet as a right, must be a priority for Social Work with a twofold approach: ensure innovation to promote citizenship rights and raise awareness about the risks linked to the increase in inequalities due to the digitalization of society. Technology should unite people, not divide them.
