A novel method group decision making method based on intuitionistic fuzzy opinions is proposed in this paper. A quadratic programming model is constructed for the assessment of the weights associated with intuitionistic fuzzy opinions. By utilizing the weighted arithmetic average aggregating method, the optimal consensus of group decision making is calculated. A drought risk analysis is used as an example to demonstrate the feasibility of the proposed method.
