Abstract

El presente artículo tiene como objeto el estudio de una función considerada fundamental dentro del amplio proceso de la organización y la admi-nistración de las elecciones: el empadronamiento electoral. Lo anterior, con el objetivo de aproxi-marse a la cuestión de hasta qué punto influye el carácter (des)centralizado del Estado en los procesos de registro de electo-res. Tras una revisión teórica y algunas precisiones metodológicas, el trabajo aborda los casos de Argentina y Bolivia desde el rol de las provincias y los departamentos. Los resultados sugieren una baja iniciativa y eficacia por parte de las provincias argentinas, y un fuerte protagonismo y eficacia por parte de los departamentos bolivianos. / This paper analyzes a fundamental function within the broader process of organizing and administering elections: voter registration. The objective is to examine the extent to which the (de)centralized character of the state affects voter registration processes. After a theoretical review and some methodological details, the article addresses the cases of provinces and de-partments in Argentina and Bolivia, respectively. The results suggest the Argentinian provinces show weak initiative and are not very effective, and Bolivian departments are strongly pro-active and efficient.
