This paper analyzes a fundamental function within the broader process of organizing and administering elections: voter registration. The objective is to examine the extent to which the (de)centralized character of the state affects voter registration processes. After a theoretical review and some methodological details, the article addresses the cases of provinces and de-partments in Argentina and Bolivia, respectively. The results suggest the Argentinian provinces show weak initiative and are not very effective, and Bolivian departments are strongly pro-active and efficient.
