Globalización, competitividad y comercio exterior

Abstract

México decidió internacionalizar su economía, insertándose en el proceso globalizador a base de una apertura total de su economía. El comercio exterior se definió como la base del desarrollo del país, por lo que se negociaron 12 Tratados de Libre Comercio que permiten el acceso preferencial de sus productos a 43 países. La evolución de la relación con todos ellos, excepción hecha de EUA y Centroamérica, ha tenido resultado poco satisfactorios pues con la mayoría de ellos tenemos un déficit creciente en la balanza comercial. La base de este problema es la creciente falta de productividad y competitividad de la economía mexicana, originada por la ausencia de reformas que permitan reducir los costos de transacción de nuestro país. Esta situación se agrava con la inexistencia de una política coherente de comercio exterior, y la falta de programas, proyectos y estrategias que permitan aprovechar las ventajas negociadas, de tal manera que la promoción de nuestro comercio exterior está basada en la improvisación y simulación, con los resultados negativos que son evidentes.
