Abstract

La ética en la administración tributaria es un tema de suma importancia, no sólo para el sector público en el que se enmarca, sino porque afecta todos los componentes que pertenecen a una comunidad, bien sean públicos o particulares. “A cambio de los impuestos, los contribuyentes no sólo deberí­an recibir bienes y servicios, sino también una gobernabilidad acertada, que sea respetuosa y protectora de los principios y procesos democráticos†(Braithwaite, 2003). En este sentido, los gobiernos del mundo propenden por implementar un código de ética en las administraciones tributarias, que busca establecer lineamientos del deber ser y deber actuar, y mejorar al mismo tiempo, la imagen de la administración y de quienes a ella pertenecen. El presente artí­culo retoma algunos aspectos relacionados con la implementación de la ética y códigos de ética en las administraciones tributarias de diferentes paí­ses, determinando los aspectos relevantes para, posteriormente, describir el proceso de implementación en Colombia.
