Las luchas sociales del Post-Frente Nacional

Abstract

El pacto bipartidista que rigió al país entre 1958 y 1974 tuvo indudables logros al apagar los odios partidistas, poner a los militares bajo el control civil y propiciar un desarrollo económico más o menos constante, en medio de una creciente modernización que se manifestó desde los años de la posguerra. Estos logros, sin embargo, se vieron oscurecidos por la exclusión política de grupos al margen del bipartidismo, la pérdida de identidades partidistas, la autonomización de los militares, la desatención a los actores sociales y el consiguiente aumento de la brecha social. Todo ello condujo a una despolitización generalizada y a una debilidad del sistema político que siguió recurriendo al clientelismo como forma de relación con los electores. El estado creció tanto en burocracia como en capacidad interventora pero en favor de las minorías poderosas, lo que disminuyó su capacidad de acción autónoma y lo hizo botín de caza de las élites políticas y económicas que lo usufructuaban a su favor. La precaria sociedad civil fue dejada a su suerte sin mediaciones políticas ante el Estado, lo que explica su dispersa radicalización que semeja no una situación revolucionaria pero sí una creciente enemistad social que a su vez redunda en mayor desinstitucionalización y ruptura del tejido social.
