¿Idealismo realista?

Abstract

El objetivo de este artículo es investigar la incidencia de los condicionantes internos y externos en la conformación y la ejecución de los principales lineamientos de la política exterior de la presidencia de Alberto Fernández. En el frente doméstico, se estudia el sistema de creencias del presidente, la dinámica coalicional y el delicado estado de la economía. En el frente externo, se examinan las situaciones disparadas por la pandemia COVID-19 y la guerra entre Rusia y Ucrania, así como también el giro ideológico de la región y Estados Unidos. Estos factores, combinados con un análisis de los principales espacios geográficos de la política exterior argentina más los temas de agenda centrales, permiten sistematizar ocho lineamientos seguidos por el gobierno. De ellos, se extraen una serie de hipótesis principales: los condicionantes ideacionales parecen tener un mayor impacto en la conformación de los lineamientos, mientras que el juego político local y los condicionantes externos parecen afectar más fuertemente a su ejecución.
