Desencanto democrático y cesarismo

Abstract

Una de las consecuencias políticas no previstas del desencanto en y con las democracias en América Latina ha sido la llegada de poderes ejecutivos ilimitados y sin contrapesos institucionales de atributos cesaristas. Este ensayo tiene dos propósitos: a) ofrece una clave de lectura sobre las consecuencias políticas no deseadas del desencanto actual en (y con) la democracia, a partir de la figura del César y su traducción programática en el cesarismo; y b) presenta una posible explicación del fenómeno del cesarismo emergente en América Latina —en especial, Hugo Chávez, Nicolás Maduro y el chavismo venezolano—, a partir del concepto “arquitectura republicana”. Desde principios normativos del republicanismo, por ejemplo, libertad como no dominación e imperio de la ley, se ofrece una respuesta preliminar al actual problema del surgimiento de presidencialismos cesaristas.
