
In order to have an in depth understanding of the factors that have contributed over time to the accumulation of the institutional gaps in Romania, is both oportune and necessary to make an incursion into the general normative frameworks that led to the evolution of the statality and its forms of organisation on the territory where we now live today. The thread of the analysis follows the factors prior to the construction of the modern Romanian state, the institutional design that caused the modern legislation introduced by Cuza to be influenced by the institutions established by the Organic Regulations.
