Lobbying empresarial no Congresso Nacional

Abstract

Grupos de interesse empresariais são um componente importante da cena política brasileira. Abordamos aqui uma parte do associativismo empresarial no Brasil: as confederações patronais, que formam o terceiro grau do sistema sindical patronal do país. Em primeiro lugar, situamos as confederações diante do universo da representação empresarial no Brasil. Em segundo lugar, tratamos da ação política dessas organizações, explorando quatro aspectos: (i) a literatura sobre o assunto; (ii) a estrutura mantida por elas – isoladamente e em conjunto – para o trabalho de representação institucional de interesses; (iii) a participação das entidades em audiências públicas da Câmara; e (iv) o nível de sucesso político alcançado pela Confederação Nacional da Indústria – uma das principais associações deste tipo. Concluímos apontando o quadro heterogêneo formado pelas confederações patronais brasileiras e propondo elementos para uma agenda de pesquisa sobre o tema.
