Autonomía y recursos naturales

Abstract

En el marco del proceso de autonomía iniciado en la Costa Caribe de Nicaragua, el tema relativo a los recursos naturales y su aprovechamiento no es novedoso, pero sí de mucha actualidad. Por su complejidad y dificultad de abordaje, dicho tema estuvo presente durante el proceso de discusión del Estatuto de Autonomía. Con posterioridad a que éste fuera aprobado, cuando se llevaron a cabo una serie de discusiones y trabajos encaminados a su reglamentación, de nuevo este tema surgió con fuerza. Se trataba de determinar al menos tres aspectos: la política del Estado respecto a los recursos naturales existentes en nuestro Caribe, los beneficios y beneficiarios derivados de su aplicación, y los actores del proceso de formulación y definición de dicha política. Estos aspectos fueron abordados en una propuesta de política elaborada en 1988 en el marco del proceso de autonomía.
