El Bajo Belgrano como borde urbano

Abstract

Belgrano fue el proyecto para un nuevo pueblo cerca de Buenos Aires durante la Confederación. Postulamos que entre sus condiciones estuvieron que diera cabida a la creciente población acomodada y que pudiera resolver el nuevo problema de la basura urbana. Cuando se suspendieron los pozos domiciliarios y se pasó a la moderna recolección sistemática, la basura, junto con el escombro, se usaron para rellenar terrenos bajos, delimitar la ciudad hacia el río y resolver casi sin costo lo que se veía surgir como problema: el crecimiento de una clase con necesidades de arquitecturas específicas (las casas del centro de Buenos Aires estaban estructuradas para tener esclavos o servidumbre) y la fuerte generación de basura por la nueva sociedad de consumo. El pueblo fue creado donde había una zona alta y otra baja contigua, una destinada a la población de altos ingresos y otra a la de bajos ingresos, que sería rellenada con lo descartado. Esa parte baja fue más tarde soslayada en las crónicas e historias locales, porque terminó generando problemas sociales, inundaciones e insalubridad.
