Cibersegurança como soberania nacional? Perspectivas do Brasil e da China

Abstract

 O artigo examina a cibersegurança como fator estratégico de soberania nacional, comparando as perspectivas do Brasil e da China. Discute-se a ascensão das “guerras de informação” e a relevância crescente do ambiente cibernético nos conflitos contemporâneos, evidenciando como a segurança digital se tornou tema central em documentos de defesa. Metodologicamente, adota-se uma abordagem descritivo-comparativa, com base na análise do Livro Branco de Defesa da China (2023) e do Brasil (2020). Enquanto a China lida com questões relacionadas ao ciberespaço através de um sólido arcabouço jurídico, alinhado ao fortalecimento do Estado e ao desenvolvimento nacional, o Brasil trata a segurança cibernética como um domínio do Exército, focando em ameaças a infraestruturas digitais nacionais, sem sustentar maiores conexões com o desenvolvimento nacional.
