Funcionalismo público brasileiro no século XXI

Abstract

O presente artigo tem como objetivo analisar a trajetória do perfil ocupacional do Poder Executivo nos níveis federal, estadual e municipal do Brasil entre 2003 e 2018. Em número de vínculos empregatícios, o executivo tornou-se 42% maior no intervalo, tendo, porém, heterogeneidades entre os níveis federativos e no grau de especialização dos servidores incorporados. Estudos prévios vêm se utilizando de análises temporais para demonstrar a transformação do Estado por meio do funcionalismo em aspectos políticos e sociológicos. Este trabalho busca contribuir na compreensão sobre o que faz o Estado, qual o perfil dos recursos humanos disponíveis para sua atuação, e como ele se tem transformado nos últimos anos. Para isso, foram analisados dados da Relação Anual de Informações Sociais (RAIS) sobre os grandes grupos ocupacionais e as categorias que mais cresceram e mais diminuíram nesse período. Os resultados sugerem um processo de variações ocupacionais do Estado que dialogam com as novas atribuições posteriores à Constituição de 1988, apesar de diferenças marcantes entre os níveis federativos.
