Abstract

El nuevo Código Municipal modificó el sistema electoral costarricense en su ámbito local, no solo al establecer que la designación del Alcalde Municipal se haría mediante el sufragio, sino al definir un mecanismo novedoso en nuestro medio para su remoción. La investigación analiza los distintos instrumentos de participación de democracia semi-directa previstos en la legislación costarricense, centrándose en la figura de la revocatoria de mandato y mediante un estudio comparativo de este mecanismo en la legislación internacional, para concluir con el desarrollo del procedimiento de cancelación de credenciales del alcalde municipal mediante el plebiscito revocatorio.
