Abstract

L'estudi observa que el concepte de corrupció ha sofert al llarg de la història unes mutacions importants. En un arc temporal de 5.000 anys l'ambigüitat de paraules com ara feqa, ta-tu, shohadh, do-ron o munus -que podien indicar alhora regal o suborn, en èpoques i societats en les quals les relacions socials assumien com a normal el principi de reciprocitat- ha anat canviant cap a termes inequívocs, com simonía o brybe. Fins als llindars del segle XIX la doctrina religiosa ha tingut una influència determinant en la mutació esmentada. Les mutacions descriuen el canvi des de la neutralitat del judici sobre la reciprocitat en les societats arcaiques, passant per la condemna de les desviacions de la integritat politicoadministrativa en els anys del Watergate, fins a la complexitat de l'actual societat postindustrial. Del tal manera que, en l'estudi, l'anàlisi diacrònica de les mutacions ha permès distingir cinc fases diferents en la caracterització del concepte de corrupció. Finalment, es planteja la consideració del concepte de corrupció pública des de la teoria de l'"Estat regulador" i la teoria de la "societat del risc", es posen de manifest els límits de la perspectiva repressivopenalista i es proposa tractar els problemes de corrupció moderna en termes regulatoris.
