¿Presidencialismo o Parlamentarismo en Colombia?

Abstract

Partiendo de la exposición teórica sobre algunos elementos conceptuales y de la presentación de los factores que más han influido en la crisis del presidencialismo en América Latina, se abordará el caso colombiano y en esta reflexión se examinarán algunas instituciones, el sistema electoral y las repercusiones que este ha tenido en la fragmentación de los partidos políticos tradicionales y en el surgimiento de una multiplicidad de movimientos minoritarios, que poco a poco han ido desdibujando el precario bipartidismo, cuya representación y comportamiento en el parlamento ha generado unas relaciones conflictivas y de permanente negociación con el ejecutivo, situación que ha contribuido a la pérdida de la credibilidad ciudadana en las instituciones, debilitándose el sistema democrático. Esta realidad ha llevado a plantear la necesidad de una transformación del régimen político existente a uno parlamentario o mixto, en la búsqueda de instituciones más fuertes, armónicas relaciones entre ejecutivo y legislativo, equilibrio de poder entre éstos y responsabilidad política de los gobernantes.
