
On 4th of September 1940, in the disastrous political context determined mainly by the signing of the Vienna Dictate, Carol II dismissed the Ion Gigurtu Government and rendered General Ion Antonescu responsible to form a new government (Law Decree no. 3051, 1940). The Law Decree no. 3052 of 5th of September suspended the Constitution of 1938 and the Parliament. On the same day, the Law Decree no. 3053 granted „full powers” to Ion Antonescu and set out the royal prerogatives.
