Implicaciones tarifarias del servicio de agua potable

Abstract

Aunque para Colombia la situación no es tan dramática, se avizora un problema de cobertura y escasez de agua potable para los niveles más desprotegidos de la población, en razón a su incapacidad de pago. La consecuencia inmediata es una acentuación de los índices de pobreza y de su manifestación más clara: el hambre. Este trabajo pretende mostrar que el nivel de pobreza es muy sensible al precio de los servicios públicos domiciliarios, entre ellos el agua, y atribuye a las fallas de inclusión y exclusión de los subsidios parte del grueso número de personas que hoy están por debajo de la línea de pobreza; mas esa no es la única causa. Entonces, dada la preeminencia de las empresas de servicios públicos en la economía, los gobiernos tienen la obligación de resolver parte del difícil problema de equidad a través de las tarifas, sin dejar de garantizar la sostenibilidad económica de los proveedores del recurso. Palabras Clave: Agua potable, Tarifas de servicios públicos, Bienes públicos, Presupuestos, Efectos redistributivos, Empresas públicas, Subsidios, Estratos socioeconómicos, Saneamiento básico, Niveles de pobreza, Costos mínimos, Optimización, Incapacidad de pago, Bajos ingresos ABSTRACT PRICING IMPLICATIONS OF THE SERVICE OF POTABLE WATER Although the situation in Colombia is not as dramatic, a problem looms coverage and drinkable water shortages for the most disadvantaged levels of the Colombian population, due to their inability to pay. The immediate consequence is an increase of poverty rates and its clearest manifestation: the hunger. This paper shows that the level of poverty is very sensitive to the price of public services at home, including water, and attributed to failures of inclusion and exclusion of allowances from the big number of people who today are below the poverty line, but not as the only cause.
