Cahız’a göre halifeyi Allah değil insanlar belirlenmektedir. Bu gö- revi yapacak kişilerin yönetme kabiliyetine sahip dürüst kişiler ol- ması gerekir. Onların sadece dürüst veya dindar olmak bu iş için yeterli değildir. Halifenin diğer insanlardan da üstün bir yani yok- tur.

In Cahiz’s opinion; it is human beings who determinate the caliph, not God. Those who will perform this duty must be honest has the capability of ruling. Being only honest and pious is not enough for this mission. In fact a caliph has no superior side over other peop- le.
