Percursos do "desenvolvimento rural"

Abstract

As definições conceituais e operacionais sobre as ruralidades se transformam ao longo do tempo. Com elas, alteram-se também as propostas teórico-normativas e políticas para o desenvolvimento rural. Este artigo recorre à literatura internacional e nacional para introduzir brevemente as múltiplas noções do termo desenvolvimento, bem como sua utilização ideológica; posteriormente aborda os modelos de desenvolvimento rural, caracterizando os principais elementos que despontam nos discursos peritos sobre o tema. Ao tratar do debate contemporâneo sobre desenvolvimento rural, o artigo destaca como este foi associado à noção de sustentabilidade e como incorporou, em suas propostas, metodologias descentralizadas, participativas e territorializadas. Esse percurso das múltiplas noções que envolvem o desenvolvimento rural é analisado à luz dateoria sociológica contemporânea, com destaque às formulações de Anthony Giddens acerca dos sistemas peritos. Entende-se, assim, que atores estrategicamente posicionados regulam reflexivamente as condições globais de reprodução – manutenção ou mudança – dos sistemas sociais, fomentando relações desencaixadas espaço temporalmente.
