Abstract

En Córdoba, la Ley Electoral Nacional de 1912, fue adaptada al ámbito provincial mediante la Reforma de la Constitución. Durante los debates de la Convención Constituyente predominó un clima de insatisfacción y desacuerdos que limitaron en gran medida su aplicación para la elección de representantes de los Poderes Ejecutivo y Legislativo. La imposición desde arriba, desde la Nación, fue el factor determinante para que se aceptaran algunos de sus lineamientos generales. Si bien los ‘representantes’ de Roque Saenz Peña en la provincia lograron imponer en parte su criterio, gran número de los convencionales eran defensores de una república restringida en la que los derechos políticos fueran circunscriptos ‘a los mejores’ (gente con prestigio, ‘apellidos’, educación, relaciones sociales, etc.). Este republicanismo conservador, siempre estuvo presente en Córdoba: las jerarquías, las marcadas diferencias sociales y el paternalismo fueron rasgos dominantes de la cultura y accionar políticos de la élite, no resistidos por los sectores subalternos. La fuerte presencia clerical siempre cuestionó y se opuso al liberalismo político.
