La política social en debate : Desigualdades, intervención estatal e inclusión social en la Argentina democrática

Abstract

Ya ha sedimentado en el sentido común académico que el modo en que se llevó adelante la transición democrática en Argentina produjo una brecha insalvable entre la preeminencia de los valores republicanos y liberales y la promesa de cumplir con el horizonte de justicia social. Las ciencias sociales confirmaron recientemente este diagnóstico al concluir que, en el periodo democrático, el Estado, a través de su política social, sostuvo niveles de desigualdad y exclusión que profundizaron la distancia entre una población que apelaba a un estatus de ciudadanía y un contexto en el que las condiciones materiales de certificación de la ciudadanía quedaron socavadas (Falappa y Andrenacci, 2009). En esta dirección, esbozamos brevemente el derrotero que siguió la cuestión social en la Argentina en este periodo, atendiendo al desplazamiento que se produjo desde su definición en términos de pobreza, pasando luego por la de desempleo hasta la reposición en el debate público de la discusión sobre la desigualdad, vinculada a un enfoque de derechos. Hacia el final, dejamos abiertas algunas discusiones actuales acerca de las vías posibles de inclusión social.
