In order to determine the content of the concept of “operative and search counteraction to organized crime of general criminal orientation by criminal police units” the author has analyzed general legal and special literature, and as a conclusion has stated that until now there was no definition of the concept of “operative and search counteraction to organized crime of general criminal orientation by criminal police units”. At the same time, there is a significant number of scholars’ opinions about the content of the definition of “organized crime” or similar ones, including “transnational crime”, “international crime”, etc. As a result of the analysis of the empirical material, it has been stated that organized crime has the following characteristics: stable relations, hierarchy, systemicity, preliminary conspiracy, the unification of several persons, the commission of grave or especially grave crimes. As a conclusion, the author has substantiated that organized crime is a kind of illegal activity committed by the association of a certain number of persons with the simultaneous division of roles and functions between them in order to commit serious and especially grave crimes for the functioning of both the criminal organization and other criminal groups. Considering all this, it has been determined that under the operative and search counteraction to organized crime of general criminal orientation by criminal police units we should understand as the legally defined targeted activity of specific law enforcement subjects aimed at implementing a complex of measures with the simultaneous use of forces and means of operative and search activities in order to detect and prevent serious and especially grave crimes of general criminal orientation committed by organized crime and operative and search provision of criminal proceedings under a specified category of crimes.

У результаті аналізу загальноюридичної та спеціальної літератури, нормативно-правових актів національного та міжнародного законодавства й емпіричного матеріалу обґрунтовано, що організована злочинність – це вид протиправної діяльності, яка вчиняється об’єднанням певної кількості осіб з одночасним розподілом між собою ролей та функцій, з метою вчинення тяжких та особливо тяжких злочинів, для функціонування як самої злочинної організації, так і інших злочинних груп. Під оперативно-розшуковою протидією підрозділами кримінальної поліції організованій злочинності загальнокримінальної спрямованості слід розуміти законодавчо визначену цілеспрямовану діяльність конкретних суб’єктів правоохоронної діяльності, направлену на здійснення комплексу заходів з одночасним використанням сил та засобів оперативно-розшукової діяльності з метою виявлення та попередження тяжких та особливо тяжких злочинів загальнокримінальної спрямованості, що вчинюються організованою злочинністю, а також оперативно-розшукового забезпечення кримінального провадження по вказаній категорії злочинів.
