Estrategias de Flexiguridad: reformas laborales en España

Abstract

En las últimas décadas hemos asistido a continuos cambios producidos en los mercados laborales europeos, fruto de la evolución de cada país individualmente y como miembro de un todo —Unión Europea— que debe seguir las mismas estrategias. Aunque cada Estado Miembro legisla de forma independiente, no puede perder de vista las líneas de actuación fijadas por Bruselas y que comprometen las medidas que finalmente son aprobadas por cada uno de ellos. El mercado laboral no es una excepción. Este trabajo supone un viaje a través del concepto de flexiguridad, nacido en el norte de Europa y que se ha ido extendiendo paulatinamente, gracias a su exitosa implantación en algunos países —como es el caso de Dinamarca, ejemplo aquí estudiado. Posteriormente se analiza el intento que desde Europa se está realizando por implantar este modelo de relaciones laborales, que no constituye una fórmula mágica a adoptar por cualquier país, sino que existe la necesidad de muchas adaptaciones a cada Estado por las peculiaridades que sus mercados de trabajo presentan. Finalmente, se verá la traslación que ha tenido esta estrategia en España estudiando las dos últimas grandes reformas laborales, que proclaman la pretendida flexiguridad en sus exposiciones de motivos, y analizando si ésta se rige por sus reglas de funcionamiento.
