
The author considers minimization problems in finite-dimensional case with constraints. New first- and second-order informative necessary conditions for a minimum are announced when the Lagrange multiplier rule is fulfilled for an arbitrary goal functional and bears no information. The results obtained generalize well-known ones in this field. The full and detailed proofs are presented later in his paper [\textit{A. V. Arutyunov}, Trans. Am. Math.
