Abstract

Esta investigación intenta reconstruir la ausencia, el origen, la definición y las transformaciones del marco legal destinado a enfrentar la presencia del VIH/SIDA en el territorio colombiano desde 1983, cuando se diagnosticó el primer caso en el país1, hasta 2003, cuando se prescribió la distribución excepcional de pacientes con VIH/SIDA dentro del Régimen Contributivo2. La correspondiente Resolución 3186 del Ministerio de la Protección Social representa la consolidación de una comprensión específica sobre esta enfermedad en el país. Se propone la noción de imaginario político de la enfermedad como una categoría que da cuenta de la integración de intereses, representaciones y comprensiones que se discuten y se posicionan en el ámbito político de la organización estatal para comprender, disponer y enfrentar los efectos que una especie morbosa origina en un territorio específico. El presente trabajo analiza las vinculaciones que se integran en el imaginario político sobre el VIH/SIDA en Colombia / Abstract. This research attempts to reconstruct the absence, origin, definition and transformation of legal frame to address the presence of HIV/AIDS in Colombia since 1983, when the first case was diagnosed in the country3, until 2003, when the exceptional distribution for patients with HIV/AIDS was prescribed within the Contributivo Regime4. The corresponding 3186 resolution of the Ministry of Social Protection, states the consolidation of a specific understanding about this disease in the country. It also proposes the notion of the political imaginary of the disease as a category for the integration of interests, representations and understandings that are discussed and positioned in the political arena of an organization of the State to understand, organize and face the effects that a morbid sort originates in a specific territory. On a broader perspective this paper examines the linkages that are integrated into the political imaginary for HIV/AIDS in Colombia. 3 Maestría
