Campo académico y políticas educativas en la historia reciente: a propósito del 30 aniversario de la revista Propuesta Educativa

Abstract

El artículo propone un ensayo de interpretación de la historia reciente del campo educativo nacional que, focalizando en los debates político-educativos de las últimas tres décadas y media, nos posibilita reflexionar sobre la siempre tensionada relación entre el campo académico y las políticas educativas. El texto retoma y profundiza distintas líneas de indagación desarrollados en otros trabajos que definen una periodización de ciclos de política e identifica una conjunto tendencias de cambio en la relación entre conocimiento experto y políticas educativas. Así, desde el retorno de la democracia, el campo académico de la educación ha seguido un desarrollo sinuoso, desigual y contradictorio que se explica, en parte por razones externas como el impacto de las políticas universitarias y las políticas científicas y de fomento a la investigación, y en parte por razones internas que remiten a cómo las distintas gestiones ministeriales delinearon las relaciones entre el ejercicio del gobierno, el rol de los especialistas en educación en el diseño e implementación de políticas y los cambios en los tipos y usos del conocimiento experto.

The article proposes an essay of interpretation of the recent history of the national educational field that, focusing on the political-educational debates of the last three and a half decades, allows us to reflect on the always tense relationship between the academic field and educational policies. The text takes up and deepens different lines of inquiry developed in other works that define a periodization of policy cycles and identifies a set of tendencies of change in the relationship between expert knowledge and educational policies. Thus, since the return of democracy, the academic field of education has followed a sinuous, unequal and contradictory development that is partly explained by external reasons such as the impact of university policies and scientific policies and the promotion of research, and partly for internal reasons that refer to how the different ministerial efforts delineated the relationships between the exercise of government, the role of education specialists in the design and implementation of policies and changes in the types and uses of expert knowledge.
