Abstract

В статье анализируется оценка эффективности избирательной инженерии как целенаправленной деятельности по конституционно-правовому конструированию избирательной системы и технологий избирательного процесса. Обосновывается необходимость давать перспективную и ретроспективную оценку эффективности.Перспективная оценка эффективности опирается на такие средства прогнозирования, как моделирование, экспертиза, эксперимент, разработка сценариев, тестсимуляции и др. Ретроспективную оценку эффективности избирательной инженерии можно осуществить с помощью правового мониторинга.

This article analyzes the estimation of efficiency of the election engineering as the constitutional-law design of the electoral system and the electoral process technologies.Explains the necessity to make a prospective and retrospective estimation of efficiency. Prospective estimation of efficiency influence is based on predictive tools such as modeling,examination, experiment, scripting, test simulation, etc. Retrospective estimation of efficiency influence of electoral engineering can be obtained by law monitoring.
