El sistema fiscal español: aspectos clave de una reforma fiscal

Abstract

En el presente trabajo se pretende elaborar un análisis de las principales propuestas de reforma llevadas a cabo por la Comisión de Expertos, con la ayuda de numerosas personas y entidades, desde el sector público hasta el sector privado y numerosos Organismos Internacionales. Estas propuestas se han hecho con la finalidad de que jueguen un papel importante en el proceso de ajuste de la economía y en la mejora de potencial de crecimiento a medio plazo, es decir, una reforma que contribuya a modernizar la economía española. La recesión económica que atraviesa el país durante los últimos años y el defectuoso diseño del sistema fiscal, ha llevado a que España sea uno de los países con menor recaudación fiscal y uno de los países con mayor fraude. Es en este contexto, donde los impuestos deben ayudar al crecimiento y al empleo, por lo que en este trabajo se muestran las importantes reformas que la Comisión propone. Dado que todas las reformas fiscales tienen ganadores, perdedores y contribuyentes que se quedan más o menos igual, el trabajo concluye analizando la situación concreta que puede afectar a cada ciudadano.
