Tensiones y desfasajes entre modelos y planeamiento de la centralidad metropolitana de Buenos Aires (1970-2018)

Abstract

Desde inicios de los años ’70 hasta la actualidad, la centralidad ha sido un tema recurrente de planeamiento en la región metropolitana de Buenos Aires. En base a una selección de planes, programas y proyectos urbanos, en este trabajo se identifican tres estrategias que fueron utilizadas para intervenir sobre el sistema de centros y subcentros desde una mirada regional o por sumatoria de iniciativas similares a nivel local: “reestructuración”, “nueva urbanización” y “renovación”. Estas estrategias no se presentan como categorías cerradas sino como disparadores para reflexionar acerca de la manera en que el planeamiento urbano ha entendido la centralidad metropolitana, sus modelos de referencia -villes nouvelles, centros direccionales, áreas de nueva centralidad y centros comerciales a cielo abierto- y las políticas efectivamente formuladas, aunque no llegaran a implementarse. El análisis realizado da cuenta de la actual fragmentariedad de las intervenciones; del desfasaje temporal y las tensiones que se generan entre los referentes extranjeros y la instrumentación de políticas urbanas acordes; así como de la variación en el tamaño de las operaciones, los ámbitos territoriales involucrados y los programas dominantes.

From the early '70s to the present, centrality has been a recurrent planning issue in the metropolitan region of Buenos Aires. Based upon a selection of plans, programs and urban projects, this article identifies three strategies that were used to intervene the centers and subcenters system from a regional perspective or through the sum of similar initiatives at local level: "restructuring", "new urbanization" and "renewal". These strategies are not introduced as closed categories but as triggers to reflect on the way in which urban planning has understood metropolitan centrality, its reference models -villes nouvelles, directional centers, new centrality areas and street-level retail centers- and policies effectively made, whether they were implemented or not. The analysis carried out counts for the current fragmentary nature of interventions; the temporary mismatch and the tensions that arise between foreign referents and the implementation of suitable urban policies; as well as the variations regarding operations size, involved land areas and dominant programs.
