Após profundas considerações sobre as diversas formas de democracia e a análise da realidade brasileira no decorrer da história, a Democracia Representativa e a evolução da realidade social e das manifestações da população pelas Assembléias Consultivas, conclui que a Democracia Participativa deve levar em consideração o poder econômico global, no neoliberalismo, em face do poder de propaganda de que dispõe, pelo que impõe aos Estados Nacionais situação de exclusão, de miséria e de humilhação. ABSTRACT After deep considerations about the diverse democracy forms and the analysis on the Brazilian reality through history, the representative democracy and the evolution of the social reality and the popular manifestation by the Advisory Assemblies, concludes that participative democracy should consider the global economic power, in the neo-liberalism, faced to the publicity power it has, imposing to the National States an exclusion situation, of misery and humiliation.
