
El autor del ensayo, luego de destacar la falacia de la convergencia interregional que postula la ortodoxia neoclásica, aborda el análisis de la conveniencia de formular una política pública regional no sectorial, inclinándose por una Política Regio- nal de Desarrollo (PRD), en contraste con otros enfoques existentes. De igual manera, el ensayista subraya que la mayor parte de los estudios empíricos divulgados en la década de los noventa coincide en señalar que la brecha entre el crecimiento económico y el ingreso interregionales (interdepartamentales) crece cada vez más, concluyendo que su solución requiere de un proyecto colectivo y su correspondiente gestión territorial.
