У статті розглядаються основні теоретичні аспекти економічних відносин в процесі публічних закупівель товарів, робіт та послуг в умовах трансформацій та роль держави як основного інституційного механізму, що забезпечує практичну організацію даної форми взаємин між учасниками закупівельного процесу. Визначаються суб`єкти та об`єкти економічних відносин публічних закупівель та зв`язки між ними у процесі виробництва, розподілу, обміну та споживання суспільних благ. Аналізуються базові елементи взаємодії між суб'єктами економічних відносин публічних закупівель у державній сфері – в плані реалізації закупівель державним замовником, забезпечення регулятивного виливу на процедуру закупівлі, а також реалізації суб`єктами господарювання необхідної умови ефективного провадження господарської діяльності у всіх секторах економіки. Досліджуються процес формування сучасних економічних відносин в організації і управлінні державними закупівлями. Надаються характеристики видів економічних відносин, форми їх прояву і результати функціонування, узагальнюються їх складові елементи. Пропонується схема формування економічних відносин у публічних закупівлях як складників економічного розвитку і методичний підхід до їх побудови. Викладено ключові концепції економічних відносин, на яких грунтується сучасна фундаментальна наука, і пов'язані з ними поняття у сфері публічних закупівель. Розглянуто технікоекономічні, організаційно-економічні, соціально-економічні і еколого-економічні відносини. Охарактеризовано економічні відносини у сфері виробництва, розподілу, обміну і споживання. Відображено загальні явища і тенденції у економічних відносинах сучасних публічних закупівель. The article deals with the basic theoretical aspects of economic relations in the process of public procurement of goods, works and services in the context of transformations and the role of the state as the main institutional mechanism that ensures the practical organization of this form of relations between the participants of the procurement process. The subjects and objects of economic relations of public procurement are determined and the relations between them in the process of production, distribution, exchange and consumption of public goods. The basic elements of interaction between the subjects of economic relations of public procurement in the public sphere are analyzed - in terms of realization of purchases by the state customer, provision of regulatory outflow for the procurement procedure, as well as realization by economic entities of the necessary condition for efficient carrying out of economic activity in all sectors of the economy. The process of formation of modern economic relations in the organization and management of public procurement is investigated. Characteristics of types of economic relations, forms of their manifestation and results of functioning are given, their constituent elements are summarized. The scheme of formation of economic relations in public procurement as components of economic development and methodical approach to their construction is offered. The key concepts of economic relations on which modern fundamental science is based, and related concepts in the field of public procurement are outlined. Technoeconomic, organizational-economic, socio-economic and ecological-economic relations are considered. The economic relations in the sphere of production, distribution, exchange and consumption are characterized. The general phenomena and tendencies in the economic relations of modern public procurement are reflected.
