El significado del diseño como clave política

Abstract

Esta ponencia tiene por objeto proponer modelos y momentos parlamentarios que demuestran que el disenso ha jugado un papel constructivo en la actividad política. La investigación consta de tres partes: en una primera parte se examina en qué consiste el disenso y qué rol desempeña dentro de la política parlamentaria; en la segunda parte se exponen cuatro ejemplos de momentos parlamentarios inscritos en cuatro países europeos distintos: Alemania, España, Francia y Gran Bretaña; en la parte final se reflexiona acerca de modelos parlamentarios, como el finlandés y el sueco, donde ha tenido lugar un amplio debate acerca del propio funcionamiento de la Cámara Baja. Por consiguiente, los elementos de análisis de este trabajo son, fundamentalmente, los debates parlamentarios acaecidos en las democracias europeas desde el final de la Segunda Guerra Mundial y la atención dispensada a estos debates, ya en el siglo XIX, por parte de intelectuales de la talla de John Stuart Mill.
