EMERALD - Empowering Migrant Workers for a Sustainable Future: Upskilling and Reskilling for Green and Digital Jobs

Description

"The green and digital transitions are opening up new opportunities for both individuals and the EU economy, creating new jobs across sectors. However, a potential skills gap of millions could emerge in the short term due to adult workers’ low propensity to participate in upskilling/reskilling programs. Furthermore, Europe risks underutilizing its existing knowledge capital due to difficulties in integrating foreign-born citizens. Numerous barriers prevent migrant citizens from accessing training opportunities: in this sense, the upskilling and reskilling needs brought by green and digital transitions can exacerbate existing social inequalities, leaving migrant workers behind in an increasingly exclusive training system and job market. The perspective of triple transition, that considers social factors as part of the framework, represents an effective strategy to overcome those challenges. The EMERALD project addresses the challenge of reskilling the European workforce for the green and digital transitions, with a focus on migrant workers/unemployed migrants. It promotes the establishment of a public-private collaborative framework (the “re-skilling labs”) to develop training pathways in high in-demand sectors through green and digital skills, aiming for a more inclusive ""triple transition"". The project will be piloted in five countries (Italy, Spain, Belgium, Bulgaria, Croatia) and will foresees a first replication of the model in France within the project timeframe. The action will impact on: - The local system: enhancing the accessibility to upskilling/reskilling programs for migrant citizens, improving training programs’ effectiveness and contributing to a more skilled workforce- Migrant workers/unemployed migrants: increasing their employability through green and digital skills and tailored support- Policymakers at the national and EU level: by providing data-driven recommendations to replicate the approach and supporting the mainstreaming of the mode"
