Promoting Inclusive Employment in the GLAM Sector through Open Innovation

Description

<< Background >>Fostering employment and inclusive societies are on top of EU policy agenda. Foremost, when it comes to the labour market, it is often especially the group of persons with disabilities who is excluded from full participation, leading to a need for “mainstreaming disability in the labour market”. This refers to the groups of people whose potential still is unlocked or untapped and who therefore are often confronted with disadvantages. Having a job is one of the best ways to ensure independence and social inclusion, yet only 50.8% of people with disabilities are in work compared to 75% of people who do not have a disability. This amounts to over 40 million disabled Europeans who are currently not employed. That´s why INCLUDED specifically addressed labour inclusive recruitment in the GLAM sector (galleries, libraries, archives, ,useums), as these institutions are considered agents of social change, and thus should set the example of an inclusive society, shape the future of the sector but also guiding societal changes and nurturing social inclusion. People with disabilities are among those first excluded from the labour market and the project seeked to disrupt this trend, through reversing the paradigm in the GLAM sector.<< Objectives >>The specific objectives were:- to examine the status quo at a national level on inclusive employment in the GLAM sector in the partner countries;- to enhance the capacity of adult education providers to provide for more flexible and high quality learning opportunities for adults with disabilities;- to equip adult educators with strategies and practical scenarios for training adults with disabilities through flexible learning opportunities, adapted to their needs;- to provide for flexible digital and blended learning opportunities for adults with disabilities, particularly those with ASD, for joining the GLAM workforce;- to promote awareness and a culture of equal access and non-discrimination for inclusive employment in the GLAM sector, focussing on institutional training for GLAM professionals, especially in HR departments;- to strengthen efforts to support all those involved in the GLAM labour market, to make use of existing or new spaces and advocate for equal access and non-discrimination for inclusive employment in the GLAM sector;- to inspire co-creation strategies among different stakeholders for policy making for equal access and non-discrimination for inclusive employment in the GLAM sector.<< Implementation >>INCLUDED consisted of 5 WPs, separated in several activities. Those focussing on content work (WP2, WP3, WP4) can be outlined as follows:WP2:Development of a framework for inclusive employment in the GLAM sector, data collection and analyses on inclusive employment in the partner countries and beyond. Development of a short summary and a comprehensive report on presenting the results.WP3:Development of a toolkit for (adult) educators with learning scenarios fostering inclusive employment in the GLAM sector. Development of a blended learning course with learning videos in EN and all partner languages, embedded in an online learning platform. Pilot tests with people facing development/learning disorders in all partner countries.WP4:Development of a framework for planning and implementing Living Labs supporting inclusive employment in the GLAM sector. Implementation of Living Lab activities on inclusive employment in the partner countries. Definition of strategies/measures/activities/policies fostering inclusive employment in the GLAM sector at a local and regional level in the partner countries. Development of guidelines summarizing all findings.WP5:Dissemination/exploitation activities for ensuring a maximum impact.<< Results >>Concrete outputs of INCLUDED are:- National reports on inclusive Employment in the GLAM sector with stories of adults with disabilities (WP2);- Guide for inclusive employment in the GLAM sector, embedded in open innovation (focussing on recruitment, equality and diversity screenings of recruitment processes) (WP2);- A co-created modular course for persons with disabilities (especially development/learning disorders), relevant for inclusive employment in the GLAM sector (WP3);- A toolkit and learning/training activities for adult educators to enable them to harness the potential of upskilling for adults with disabilities (WP3);- Creation of INCLUDED Living Labs to foster inclusive employment in GLAM institutions (WP4);- Dissemination seminars for GLAM professionals and other relevant stakeholders in education and public administration.Other results:- Awareness raising for inclusive employment in the GLAM sector at a local and regional level (by implementing Living Labs).- Better understanding of how to include people with learing/development disorders (especially ASD) in worklife.- Definition of measures/activities fostering inclusive employment which can be even used for other sectors and at a European level.
