e-WBL@HoME: Adapting WBL to the post-covid era

<< Background >>The project e-WBL@Home addressed critical challenges faced by vocational education and training (VET) during the COVID-19 pandemic. The disruption highlighted the urgent need to ensure continuity in work-based learning (WBL), as many VET learners risked delayed graduations and missed training opportunities. Additionally, traditional WBL placements were declining due to financial constraints, administrative burdens, and skill shortages, particularly among SMEs.The goal was to adapt to these challenges by developing virtual WBL programs that not only maintain but enhance learning experiences for students while providing added value to employers. The project also aimed to eliminate geographical barriers, ensure access to placements, and create resources to support employers new to WBL schemes. Furthermore, e-WBL@Home sought to upskill VET teachers, trainers, and leaders to engage businesses effectively and transition to virtual WBL, addressing the long-term needs of the VET ecosystem.<< Objectives >>The primary objective of the eWBL@HoME project was to re-think work-based learning (WBL) by creating a solid framework to transform traditional VET schemes into high-quality virtual WBL experiences.The partners aimed to achieve several additional objectives, including increasing the visibility and attractiveness of virtual WBL through a standardized, high-quality framework. Each organisation of the consortium sought to actively support employers in revaluing WBL and encouraging them to offer virtual placements for VET learners.Another goal was to expand learning opportunities for VET learners, enabling them to complete their practical training in virtual settings without compromising the quality of their experience. Lastly, the partners aimed to upskill teachers, mentors, and tutors to effectively support virtual WBL, from its design and implementation to the successful completion of placements.<< Implementation >>With the support of the grant for Project Management and Implementation, we carried out activities deployed during specific project phases and horizontally throughout its duration. The activities and outputs include the following:A. Coordination/Implementation Activities- Implementation of Meetings: Conducting virtual and physical meetings, monthly and ad hoc online sessions with respective agendas and minutes. These meetings ensured smooth project coordination, resource allocation, regular quality checks of interim results, ongoing communication among team members, and motivation through leadership, negotiation, conflict resolution, and effective HR management techniques.- Quality Assurance: Preparing annual and final quality monitoring reports to gather evidence that the project followed high standards, methodologies, and best practices, ensuring the desired scope and quality requirements were met.Preparation of Project Reports: Submitting annual progress reports in accordance with NA BIBB guidelines and preparing the final report under the Lead Partner's responsibility (EVBB) with input from all partners.- Utilization of Associated Partners: Enhancing cooperation with associated partners by preparing action plans defining their input in various project phases.Quality Control of Outputs and Results: Applying a peer-review system where partners shared responsibility for proofreading and ensuring quality and content accuracy.B. Monitoring and Control Activities- Ongoing Monitoring and Control: Activities carried out throughout the project, based on PM Plans developed during the planning phase. The Project Manager tracked performance against baselines, proposed corrective actions for risks or issues, and updated project plans and logs.- Specific Activities: Monitoring performance, controlling schedules and costs, managing requirements and changes, addressing risks, ensuring quality, and facilitating deliverables acceptance.C. Information, Promotion, and Dissemination ActivitiesThese activities followed the Dissemination and Exploitation Plan, outlining methods and timing for engaging stakeholders at local, national, and EU levels.Indicative outputs included:- Stakeholder engagement plans- Project identity and website- Newsletters and press releases- Social media campaigns- Awareness-raising events (info days at the start and annually)- Translation of newsletters, press releases, website content, and other materialsThis structured approach ensured effective project implementation and engagement with key stakeholders.<< Results >>Our project produced four main results:1 - Bringing e-WBL@Home: A Framework for Virtual Work-Based LearningWe created a framework for designing and delivering virtual WBL, which aimed to improve the quality of WBL delivery and provide better employment opportunities for learners participating in virtual WBL programs. The e-WBL Framework 1.0 contributed to transforming VET into a preferred choice, even in the e-learning environment. With the Lead Partner (EVBB) as a major VET umbrella organization active across the EU, the impact was transnational. The final e-WBL Framework 1.0 served as a methodology and guideline for designing and implementing virtual WBL, tailored to remote working environments, and provided a foundation for continuing and improving WBL in evolving business structures.2 - Preparation of the Employers Package for Virtual Work-Based LearningWe developed an Employers Package that enhanced employer engagement and increased placement opportunities for virtual WBL. This boosted VET's image and strengthened its alignment with market needs, fulfilling the objectives of the Osnabrück Agenda. Work-based learning placements were re-evaluated and revitalized, resulting in more opportunities. The virtual nature of WBL eliminated geographical and physical restrictions, significantly expanding employer outreach. All content was made available online as a single reference point, including examples, testimonials, and relevant materials to support employers in adopting virtual WBL.3 - Paving the Ground for Learners: An e-WBL Performance KitWe created an e-WBL Performance Kit to increase WBL accessibility for disadvantaged groups and VET learners in rural areas with limited transportation options. This effort aimed to generate greater interest in virtual WBL placements. Learners were informed about host organization expectations and requirements, making WBL more attractive and supporting VET’s vision to become the first choice. Additionally, employability opportunities increased through easier access to related services and supporting materials.4 - Creating OER to Support e-WBL for VET Teachers, Trainers, and MentorsWe developed Open Educational Resources (OER) to help teachers and VET staff gain expertise in engaging employers to offer virtual WBL placements and in supporting learners throughout their virtual WBL journeys. This made virtual WBL a more appealing and viable option in the post-COVID environment, opening new pathways to employment through practical training. The final OER was hosted on the project learning platform, with technical support ensured for at least five years following project completion.
