Protocol for the monitoring and evaluation of the effectiveness of the Rural Development Plan (RDP) measures of the Strategic Plan of the Common Agricultural Policy (CAP) in Spain on farmland birds

Abstract

[EN] The objective of this protocol is: (1) To analyse whether the implementation of the Rural Development Plans (RDP) at the autonomous community level (which include various Agri-environmental and Climate Measures, as well as other measures aimed at bird conservation; Pérez-Pozuelo et al. 2025) results in a statistically significant increase in the abundance and/or species richness of farmland birds that breed and feed in fields receiving these subsidies, compared with control fields not enrolled in such measures. (2) To analyse whether this potential effect influences all detected birds or specific groups: farmland birds, threatened birds, steppe birds, threatened farmland birds, and threatened steppe birds, as defined by BirdLife International (2021) and Díaz et al. (2022). (3) To analyse whether the effectiveness of the measures—estimated as significant increases in abundance and/or species richness—varies among autonomous communities, cropping systems, and the landscape structure surrounding the focal fields. (4) To analyse whether there is variation among years for some or all study areas, depending on data availability.

[ES] El objetivo de este protocolo es: (1) Analizar si la aplicación de medidas de los Planes de Desarrollo Rural (PDR) de aplicación autonómica (que incluyen distintas Medidas Agroambientales y Climáticas, y otras medidas dirigidas a la conservación de las aves; Pérez-Pozuelo et al. 2025) supone un aumento estadísticamente significativo en la abundancia y/o riqueza de especies de las aves agrarias que se reproducen y se alimentan en los campos de cultivo acogidos a estas ayudas en comparación con campos control que no están acogidos. (2) Analizar si ese posible efecto afecta al conjunto de todas las aves detectadas, aves agrarias, amenazadas, esteparias, agrarias amenazadas y esteparias amenazadas definidas por BirdLife International (2021) y Díaz et al. (2022). (3) Analizar si la efectividad de las medidas, estimada como aumentos significativos de la abundancia y/o riqueza de especies, varía entre comunidades autónomas, sistemas de cultivo y estructura del paisaje en torno a los campos focales. (4) Analizar si existe variación entre años para algunas o todas las zonas de estudio según la disponibilidad de datos.
