Abstract

[EN] This report presents the results of a monitoring and evaluation of the „Miguel Servet‟ Program of Contracts of Researchers in the Spanish National Health System, focused on its first four calls. The quantitative and qualitative methodological approach comprises a) a survey to researchers; b) in-depth interviews with leaders of research groups and representatives of research centres were researchers contracted developed its activity; c) content analysis of information contained in recipients‟ dossiers and follow-up reports; and d) examination of the rate of success in the participation in the calls of projects of the Sanitary Research Fund (FIS) and the Research, Development and Innovation Plan (PNIDI). The data suggest a successful fulfilment of the objectives of the Program, and allow identifying its weaknesses, strengths and potentialities. We discuss the necessity to carry out an integrated monitoring and evaluation of the different initiatives and programs started up in Spain by the „Carlos III‟ Health Institute and by the Strategic Action in Health.

[ES] Se presentan los primeros resultados del seguimiento y evaluación expost del Programa de Contratos de Investigadores en el Sistema Nacional de Salud (Programa Miguel Servet), en sus cuatro primeras convocatorias. La aproximación metodológica cuantitativa y cualitativa comprende una encuesta a los investigadores contratados, entrevistas en profundidad con los responsables de los grupos y centros a los que se incorporaron, el análisis de contenido de las solicitudes e informes de seguimiento y el examen de la tasa de éxito de los investigadores en su participación en las convocatorias de proyectos del FIS y del PNIDI. Los datos obtenidos permiten constatar un adecuado grado de cumplimiento de los objetivos del programa, así como identificar sus debilidades, fortalezas y potencialidades. Se discute asimismo la necesidad de efectuar un seguimiento y evaluación integrados de las distintas iniciativas y programas puestos en marcha en España por el Instituto de Salud Carlos III y por la Acción Estratégica en Salud.
